MINUTES - PART A
A13/14 MINUTES OF THE MEETING HELD ON WEDNESDAY 16TH JULY 2014

RESOLVED: that the minutes of the Licensing Committee meeting held on Wednesday 16 July 2014 be signed as accurate records of the meetings.

RESOLVED: that the allocation of business between Part A and Part B of the agenda be confirmed, as printed.

A17/14 LONDON LOCAL AUTHORITIES ACT 1990: APPLICATIONS FOR EIGHT STREET DESIGNATION ORDERS

The Licensing Committee considered the report of the Executive Director of Development and Environment proposing the designation of eight sites in the Borough as a ‘licence street' for street trading under the provisions of the London Local Authorities Act 1990 (as amended) and, if the designation were agreed, to consider the granting of a street trading licence at that site.

 

Applicants or their representatives were present for all eight applications to assist Members of the Committee with any queries.

 

Following a request from a Member of the Committee, Officers undertook to include ward Members in the consultation process outlined at paragraph 4.1 of the covering report.

 

Having considered appendices A to H, the Licensing Committee

a) RESOLVED: that the site on the footway outside 17-21 George Street, Croydon, CR0 1LA, be designated for the purposes of street trading, as set out in Appendix A, and that a street trading licence be granted on the Council's standard conditions.

 

b) RESOLVED: that the site on the footway outside 33 George Street, CR0 1LB be designated for the purposes of street trading, as set out in Appendix B, and that a street trading licence be granted on the Council's standard conditions.

 

c) The Licensing Committee expressed reservations as to whether the width applied for by the applicant in respect of the site on the footway outside 994 Brighton Road, Purley, CR8 2LP would allow for a suitable barrier material to be in place, as required by the Council's standard conditions on such applications. On that basis, the Licensing Committee RESOLVED that, if a further application requesting a greater width were submitted and no objections were received, the Executive Director of Development and Environment be granted delegated authority to determine the granting of the street trading designation and the subsequent street trading licence.

 

d) RESOLVED: that the site on the footway outside 17 Central Parade, New Addington, CR0 0JB be designated for the purposes of street trading, as set out in Appendix D, and that a street trading licence be granted on the Council's standard conditions.

 

e) RESOLVED: that the site on the footway outside 64 Central Parade, New Addington, CR0 0JD be designated for the purposes of street trading, as set out in Appendix E, and that a street trading licence be granted on the Council's standard conditions.

 

f) RESOLVED: that the site on the footway outside 46-48 Westow Street / Haynes Lane, SE19 3AF be designated for the purposes of street trading, as set out in Appendix F, and that a street trading licence be granted on the Council's standard conditions.

 

g) The applicant agreed that a condition be added to the licence that there would be no double-stacking of the large kitchen appliances covered by the licence. The Licensing Committee RESOLVED that, with this additional condition, the site on the footway outside 1577 London Road, Norbury, SW16 4AA be designated for the purposes of street trading, as set out in Appendix G, and that a street trading licence be granted on the Council's standard conditions.

 

h) RESOLVED: that the site on the footway outside 254 London Road, CR0 2TH, be designated for the purposes of street trading, as set out in Appendix H, and that a street trading licence be granted on the Council's standard conditions.
