MINUTES - PART A
A1/14 MINUTES OF THE MEETING HELD ON WEDNESDAY 16TH OCTOBER 2013

RESOLVED that the Part A minutes of the meeting of the London Boroughs of Croydon and Lewisham Street Lighting Joint Committee held on 16 October 2013 be signed as an accurate record.

A2/14 DISCLOSURE OF INTEREST

There were no disclosures of a pecuniary interest at this meeting.

A3/14 URGENT BUSINESS (IF ANY)

There was no urgent business.

A4/14 EXEMPT ITEMS

RESOLVED that the allocation of business between Part A and Part B of the Agenda be confirmed.
 

A5/14 THE JOINT STREET LIGHTING PFI UPDATE

The following points of the performance standards were highlighted:

  • PS1 - Investment Programmes - progress proven challenging for service provider.  On milestone 5 - 16,855 should have been removed - currently 6,395 shortfall.  Accrued termination point.  Skanska intend to submit claim for relief.  3/4 of Croydon street lighting network - to be ceased.  Also triple concentric main network - problematic.  Performance improvement plan recently submitted.  Potential to be up to 18 months behind.  Moving some of works away from UK Power Networks.  Aiming to come back on track before milestone 10.  Survey of whole of Croydon done - aware of where triple concentric main is - given flexibility to Skanska to go into diffferent parts of the borough.  Purley northwards is worst affected area.
  • PS2 - Planned Maintenance, Inspection and Testing - consistently over 99% over last 6 months.
  • PS3 - Operational Responsiveness and Reactive Maintenance - significant number of faults - contract clear about financial adjustment appliied when performance below par.  Report not mentioned percentages - will be rectified for next report (99% target).
  • PS4 - Contract Management - customer interface - performance steady around 85% - dip in December but back up.  Service provider changed way supplies customer interface and brought it in house.  Expect improvement.
  • PS5 - Strategic Assistance and Reporting - rarely have problems.  Annual service report due.
  • PS6 - Working Practices - Report figures blank - CHECK.
  • PS7 - Reporting to the Authority - nothing to report
  • PS9 - Central Management System - 10,517 street lights connected and being monitored through CMS.

 

(Cllr Smith declared that he works with UKPN - confirmed shortage of jointers to deal with triple concentric ring)

 

Committee members raised the following concerns:

  • Lewisham - a little behind in some areas but most issues in Croydon.
  • Year 1 - all completed apart from a couple of streets in each authority - 99.5%.
  • 6,000 lighting points missed - how many are columns put in but not connected?
  • Currently 13,468 installed - about 3,000 installed but awaiting connection.
  • How much due to Skanska? Combination - installation programme slowed down - big issues getting connections done.  Will provide statistics.
  • Concentric main problem not identified before contract agreed.
A6/14 CAMERA RESOLUTION

Cllr Paul Maslin proposed and Cllr Steve O'Connell seconded the motion the and the committee RESOLVED that the Press and public be excluded from the remainder of the meeting on the grounds that it was likely, in view of the nature of the business to be transacted or proceedings to be conducted, that there would be disclosure of confidential or exempt information falling within paragraphs 3 & 5 as indicated in Part 1 of Schedule 12A of the Local Government Act 1972, as amended.
 

PART B - SUMMARY of proceedings of exempt part

(where in consequence of exclusion of parts of the minutes which display exempt information the proper officer shall provide a summary which provides a record without disclosing the exempt information section 100C(2) LGA 1972)

 

The financing of the Core Investment Programme PFI was discussed and the issue of penalties for performance standards not being met.

 

Cllr Simon Hoar also raised the issues of some lamp posts being between trees, where the lights were obscured by the canopy and some short roads across the ends of parallel roads being missed when installing the lamp posts.
