MINUTES - PART A
A1/15 MINUTES OF THE MEETING HELD ON TUESDAY 11TH NOVEMBER 2014

RESOLVED that the Part A minutes of the meeting of the London Boroughs of Croydon and Lewisham Street Lighting Joint Committee held on 121 November 2014 be signed as an accurate record.

A2/15 DISCLOSURE OF INTEREST

There were no disclosures of a pecuniary interest not already registered.

A3/15 URGENT BUSINESS (IF ANY)

There was no urgent business.

A4/15 EXEMPT ITEMS

RESOLVED that the allocation of business between Part A and Part B of the Agenda be confirmed.

A5/15 JOINT STREET LIGHTING PFI UPDATE

The following points of the performance standards were highlighted:

  • PS1 - Core Investment Programme contract - has 10 milestones (6monthly) (5years):
    • Milestone 7 date passed 31/01/15 (28,940 lighting points should have been removed)
    • Underground cable network remains the main cause of the service provider inability to achieve the contracted milestone (7,996 lighting points behind)
    • Continuous improvement plan in place and improvements achieved over the remaining milestones anticipated to be 6months late overall so expected to substantially complete in January 2017
    • Relief from Milestone Default Termination Point for Milestone 5 & 6 has been received; authority have refused; possible next step is Service provider going through dispute resolution process
       
  • PS2 - Planned Maintenance, Inspection and Testing - Service provider continues to perform in this area and performance above minimum throughout period so no adjustments applied.
  • PS3 - Operational Responsiveness and Reactive Maintenance:
    • Slight dip in responsiveness on emergency faults
    • Non-emergency faults increased over the period, service provider responsiveness dipped and adjustments were applied.
  • PS4 - Contract Management and Customer Interface - ALL calls received during the period were answered within the required response time.
  • PS5 - Strategic Assistance and Reporting - No comments
  • PS6 - Working Practices:
    • Number of holes where waiting for new power supply to be connected is a concern
    • Service Provider clearing excavated materials away and checking signing and guarding regularly
  • PS7 - Reporting to the Authority - No comments
  • PS8 - NOT USED
  • PS9 - Central Management System - No comments

 

The Committee NOTED the contents of the report.

A6/15 STREET LIGHTING CONTRACT MONITORING - SCRUTINY REVIEW

The committee members were comfortable that the provisions in place around performance management and the improvement plan has seen an improvement in the investment programme.

 

The Committee RESOLVED to agree the recommendation of this report and provided a response to the chair of Scrutiny at the meeting.

A7/15 CAMERA RESOLUTION

The Part B Minutes were agreed with Part A Minutes, so there was no Camera Resolution.
