MINUTES - PART A
A8/15 APPOINTMENT OF CHAIR AND VICE-CHAIR

The Committee Manager requested nominations for Chair and Vice-Chair for the Municipal Year 2015-16.

 

Councillor Stuart Collins proposed and Councillor Kevin Bonavia seconded Councillor Kathy Bee as Chair and she was duly elected.

 

Councillor Kevin Bonavia proposed and Councillor Stuart Collins seconded Councillor Alan Smith as Vice-Chair and he was duly elected in his absence.

A9/15 MINUTES OF THE MEETING HELD ON THURSDAY 19TH MARCH 2015

RESOLVED that the Part A minutes of the meeting of the London Boroughs of Croydon and Lewisham Street Lighting Joint Committee held on 19 March 2015 be signed as an accurate record.

A10/15 DISCLOSURE OF INTEREST

There were no disclosures of a pecuniary interest not already registered.

A13/15 JOINT STREET LIGHTING PFI UPDATE

John Algar (Street Lighting Service Manager) gave a summary of the report.

 

The following points of the performance standards were highlighted:

  • PS1 - Core Investment Programme contract - has 10 milestones (6monthly) (5years):
    • Now hitting target with column removals and IC certifications - Skanska expect to hit milestone target by 16 July of which at present 5 months overdue in programme
    • CIP: Lewisham expect to complete majority of borough by December 2015 - more realistically February 2016 for overall completion
    • Removal of stumps - weekly meetings carried out between Skanska and UKPN and now catching up stump removal programme. To date 583 stumps removed out of a present total of 2,800 stumps
    • North of borough - Skanska being pushed carry out work as quickly as possible, with oldest roads to be programmed first
    • Relief from a MDTP refused on milestones 5 and 6 of which Skanska have sort for relief against Milestones 7 through to 10. Insufficient supporting documentation backing these relief requests
    • Financial Adjustment information to be included at next meeting for each performance standard
  • PS2 - Planned Maintenance, Inspection and Testing - Night scouts - night scouts changing from every 28 days to every 14 days from October 2015 - March 2016. Joint shadow scouts still being carried out between Skanska and officer from monitoring team, results positive
  • PS3 - Operational Responsiveness and Reactive Maintenance
    • Big improvement over the last 6 months
    • Most faults are rectifed within 4 days
    • Lights shining in bedroom windows - Front and back shields available to be installed upon requests from residents. If customers complain, Skanska are responding quickly
  • PS4 - Contract Management and Customer Interface:
    • Averaging 99% but dropped in June due to Skanska contact centre also dealing with Nepal Earthquake disaster calls
    • Monitoring team carry out test calls to check on performance
  • PS5 - Strategic Assistance and Reporting - all reports on time
  • PS6 - Working Practices:
    • Improved but Skanska not removing spoil quickly enough.
    • Permitting issues where the contractor has sometimes started work on a site before they should are picked up by monitoring team and financially adjusted
  • PS7 - Reporting to the Authority - no issues
  • PS8 - NOT USED
  • PS9 - Central Management System - 27810 lighting points certified but 29961 units actually connected.
