The Sub-Committee considered the objection notice given by the Police in respect of a temporary event notice given by VIP Bars Events Limited for 68 Ballards Way, South Croydon, CR2 7JN as contained in the report of the Executive Director Place.
The Sub-Committee also considered the verbal representations made at the hearing by the police as objector and the applicant.
The Sub-Committee having reference to the licensing objectives under the Licensing Act 2003 and the Council Licensing Policy RESOLVED to issue a counter notice on the basis that the Sub-Committee is satisfied that it would be appropriate to support the prevention of crime and disorder objective to do so for the following reasons:

The Sub-Committee was concerned about the applicant not having visited the premises and lack of knowledge about the layout of the premises;

The lack of a reasoned risk assessment and resulting concerns about the safety of patrons;

The lack of detail in the application itself in order to assess the nature of the function;

There were no clear controls evidenced around access to the venue and to the bar.
The Sub-Committee also note the following:

No provision was made in respect of the possibility of regulated entertainment taking place despite the hours requested;

The proposed premises are situated in a residential area.
