1. Apologies for absence

2. Disclosure of Interest
Members will be asked to confirm that their Disclosure of Interest Forms are accurate and up-to-date. Any other disclosures that Members may wish to make during the meeting should be made orally. Members are reminded that unless their disclosable pecuniary interest is registered on the register of interests or is the subject of a pending notification to the Monitoring Officer, they are required to disclose relevant disclosable pecuniary interests at the meeting.

3. MATTER FOR CONSIDERATION BY THE COUNCIL
Following the receipt of a requisition signed by Members of the Council, the Mayor has agreed that an Extraordinary Meeting of the Council should be held.

The requisition states:

‘Councillor Fisher and his administration has a track record of political mismanagement of the Council's finances and contracts, demonstrating a lack of understanding of risks, a lack of competence and a failure to stand up for this Borough, as well as a lack of transparency. This has had a huge direct impact on Council finances and the people of this Borough.

Just in the last few weeks, we have seen examples such as: (i) multi-million pound losses crystallising on Davis House; (ii) admission of a cost of over £140 million on the HQ, when previously claimed to be at no cost, not to mention other costs and commitment relating to CCURV emerging whilst the core logic of CCURV has never delivered; (iii) allowing the Library Service to go into the hands of a different company from the one negotiated with, where the new company has not been evaluated as to probity, financial solidity or track record and where staff face their second change of ultimate employer in a matter of weeks; (iv) sale of valuable China in breach of the Council's own rules and on the basis that the Council could not fund capital commitments otherwise; (v) large long-term contracts being entered into without full consideration of the risks or proper discussion in the relevant committees.

This Council unreservedly condemns this administration's mismanagement, which shows that it is not fit to run this Council and has not run the Council in the interests of the citizens of the Borough'.


4. Camera Resolution
To resolve that, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information falling within those paragraphs indicated in Part 1 of Schedule 12A of the Local Government Act 1972, as amended.
