The Committee considered the report of the Executive Director of Planning and Environment proposing the designation of nine sites in the Borough as a licence street' for street trading under the provisions of the London Local Authorities Act 1990 (as amended) and, if the designation were agreed, to consider the granting of a street trading licence at that site.
Having considered appendices A-I, and heard representations from the applicants or their representatives in respect of appendices B to I, the Licensing Committee RESOLVED:
a) that the site on the footway outside 108a High Street, Croydon, CR0 1ND, be designated for the purposes of street trading, as set out in Appendix A, and that a street trading licence be granted on the Council's standard conditions. The Licensing Committee expressed a preference that the barrier material contained in condition six be a roped one.
b) that the site on the footway outside 80-88 High Street, Croydon, CR0 1NA, be designated for the purposes of street trading, as set out in Appendix B, and that a street trading licence be granted on the Council's standard conditions. The representative of the applicant confirmed that the application did not include the locating of a table on the corner of High Street and Whitgift Street.
c) that the site on the footway outside 18 High Street, Croydon, CR0 1GT, be designated for the purposes of street trading, as set out in Appendix C, and that a street trading licence be granted on the Council's standard conditions. The Licensing Committee noted the confirmation from the applicant's representative that the barrier provided for by condition 6 would be a roped one.
d) that the site on the footway outside 920 Brighton Road, Purley, Surrey, CR8 2LN, be designated for the purposes of street trading, as set out in Appendix D, and that a street trading licence be granted on the Council's standard conditions. The applicant confirmed that in relation to condition 6 the barrier would extend around all three sides of the designated site.
e) that the site on the footway outside 1 Matthews Yard, Croydon, CR0 1FF, be designated for the purposes of street trading, as set out in Appendix E, and that a street trading licence be granted on the Council's standard conditions.
f) that the site on the footway on the corner of Dingwall Road and George Street outside of AMP House, Croydon, CR0 2LX, be designated for the purposes of street trading, as set out in Appendix F, and that a street trading licence be granted on the Council's standard conditions. The Licensing Committee noted the confirmation from the applicant's representative that the designs presented for the wooden structure to display fruit and vegetables will be used at the designated site.
g) to refuse the application for designation of the site on the footway outside 309-311 London Road, Croydon, CR0 3PA for the purposes of street trading, as set out in Appendix G. The Licensing Committee reached this decision on the basis that, in line with the Council's Policy which was engaged, such designation for a site on London Road would have detrimental impact on the safe and convenient passage of pedestrians in that part of the street.'
h) to refuse the application for designation of the site on the footway outside 337 London Road, Croydon, CR0 3PA for the purposes of street trading, as set out in Appendix H. The Licensing Committee reached this decision on the basis that, in line with the Council's Policy which was engaged, such designation for a site on London Road would have detrimental impact on the safe and convenient passage of pedestrians in that part of the street.'
i) to refuse the application for designation of the site on the footway outside 790 London Road, Thornton Heath, CR7 6JB for the purposes of street trading, as set out in Appendix I. The Licensing Committee reached this decision on the basis that, in line with the Council's Policy which was engaged, such designation for a site on London Road, Thornton Heath would have detrimental impact on the safe and convenient passage of pedestrians in that part of the street.'
